Analyst: Pretty vague; The unsigned but binding agreement

Political analyst Arbnor Sadiku said this annex does not clarify things in the sense of assuming responsibilities.
The “is in more subtle points than the deal is final. It's not very clear. It will be known whether it is applicable when the issue of (the last) the management of Serb municipalities comes, the statute for creating this kind of parallel institution of government. He said the agreement, although not signed, the parties agree and the agreement becomes binding.
According to Sadik, there should be more pressure on the international side to implement this agreement.
The moment the parties in the dialogue say "yes" or "no" to the agreement, that agreement then through the processions goes through diplomatic channels and as such becomes binding. To apply this agreement as past agreements also implies that the parties must have will. And there's an international pressure guarantee to implement these agreements. We know that in the past, Serbia has signed, but in principle it has not implemented 90 percent of them”, he said.
Analyst Albinot Maloku has said that the annex is extremely unexplanatory, but the parties owe it to the Agreement.
Maloku also estimates that although the agreement has not been signed, according to international law when state leaders agree on something it becomes binding on the parties.
<x) But he stresses that the annex owes the parties to live up to the agreement on February 27th, and concerns the agreements reached until the day of agreement.
