Daniel Sever, professor at Johns Hopkins University, has said of the Balkan Radio Free Europe Service, that Vullin's resignation from BIA's chief position does not mean the distance of Serbia's policy towards Russia, but efforts to avoid additional sanctions.
According to him, Washington will welcome Voulin's resignation, while Moscow will not be happy.
Asked why Volin has resigned, Server has said he has been under pressure from Europeans and Americans.
The fact that it took him three months rather than three days shows that there has been great resistance to the president of Serbia, Vuciq, who shares the view of Voullin and the same ambition for political control of the Serb population in neighbouring states.
He has even said he believes Voulin has told the truth when he said the US and the EU have demanded his resignation so they do not impose sanctions on Serbia.
However, he does not believe his resignation implies that Serbia will agree to other concessions.
“Vullin is not the only problem in Serbia, or in its intelligence services. President Vuciq has shown no sign of regret for the events on September 24th in northern Kosovo”, the Server has said.
He has also been asked about new evental demands on Serbia.
On September 24th, Serbia has attempted to rebel in Kosovo, with the goal of creating conditions for the intervention of the Serbian Army. In my opinion, Serbia would have to take responsibility for these developments, apologize and promise that something like that would never happen again in the future. It should also hand over organisers to Kosovo authorities for trial. Serbia has also rejected agreements on normalisation with Kosovo, February and March. Washington and Brussels must seek Vuciqi to sign them, but of course, he will not do something like that before the December elections. Maybe not after them”
