The European Commission's Kosovo progress report has also highlighted the problems of functioning of the Kosovo Parliament, saying the work in this institution continued to be hampered by the lack of a decision-making quorum and limited efforts to create interparty consensus.
The report stresses that the Assembly has not been able to pass laws and make necessary appointments to public organs for long periods of time, broadcasts news.
He then recommends that the Parliament present measures or penalties to ensure that he can carry out his role.
“Bojkoti by Serbian List deputies made it impossible to pass laws in the category of vital legislation. The lack of political consensus for some of the key reforms and legislative processes continued. The Assembly must present measures and penalties to ensure it can carry out its role. To that end, it will also need to improve its internal management, approve an annual work plan and present an electronic voting system and an electronic presence registration system. In addition to the legislative function, the Assembly must strengthen its supervisory post”, the report says.
“New labour regulations lack measures to impose financial fines (or others) for not being justified in parliamentary sessions. On November 7th 2022, 10 deputies from the Republika Srpska List resigned from the Assembly as part of the collective withdrawal of Kosovo Serbs from Kosovo institutions. On November 17th, the next candidates received their mandate. Nine new deputies of the Serbian List, a member of the Kosovo Serb Civic Initiative of Freedom, Justice, Survival (SPO) and two Gorani and Roma deputies participated in the plenary session of April 6, 2023 to ensure the continuation of their mandates, only to then continue the boycott of the plenary sessions “, it is said further.
