Initially, it was told for September, then you were postponed for November, and it is not known when it will really happen. It's about the population registration process, the process that would already be complete but has not begun. On the other hand, awareness institutions blame each other, so not holding any ball as to why this has happened.
In response, the turn came to Finance Minister Iron Murati, who has declared there is no responsibility for this second postponement.
Murati has estimated that the responsibility for delaying the provision lies with the Kosovo Statistics Agency.
“The Ministry of Finance has offered assistance and support to perform certain jobs that they have not had resources to complete... we've made that decision and helped the AKS... It's a problem when someone helps, tries to blame what's helping. Finance ministry has no responsibility to register the population, KSF has.” stated the Murati for Kosovapress.
While, two weeks earlier, the deputy head of the Kosovo Statistics Agency, Ilir Berisha, had asked the Kosovo government to postpone the population registration process again.
Berisha has announced that the postponement has to do with the lack of time-insure of needed tablets.
“Due to procurement procedures, the Central Procurement Agency has been unable to provide needed tablet in time. What was contracted in September was present at the table and, according to the task plan, start installing all apps on these tablets, then becoming a pilot test and start training before November 1st. We sent the official request to the prime minister in early October for a review of the date again because we are late with these activities connected with the lack of cables and with the nonrecuration of 3500 recorders and about 900 supervisors, certainly condition that the census is postponed.” Berisha has declared it.
Among other things, Berisha has recommended that the registration process be postponed for next year, where it has shown that this process cannot be held at any time.
For delays in procurement, Berisha has made the Ministry of Finance, which is headed by Iron Murati.
“We are awaiting the decision. The government is considering, the second economic operator to have won the tender with the license, according to the contract, will free it by November 2nd. But even on this date, there is a time to install those programs and start training. On the other hand, we have not yet provided supervisors and recorders to engage in the population registration project. The competition is still open because it is not enough application numbers, commissions for their recruiting and interviews have not been formed, their assessment has been part of the Finance Ministry's decision to make these commissions. ” Berisha said.
On the other hand, Democratic League of Kosovo official Berat Rukiqi has reacted to Finance Minister Iron Murati, who has blamed the Kosovo Statistics Agency for failing to register this year.
In his account in “Facebook”, Rukiqi wrote that the government's failure address is.
“Maybe it's good to remind the minister, that the Statistical Agency of Kosovo has not been created, nor does it act, in a parallel <x0-level” Kosovo's Statistics Agency is part of the Prime Minister's Office, therefore direct responsibility for the failure of population registration, has addresses: It's the Prime Minister and the Government. ” Rukiqi wrote.
