Lajcak meets with Vucinqi

On November 7th, Lajcak visited Kosovo, where he discussed with representatives of the Government and Opposition for the new draft state of the Serb majority municipalities.
The new proposal “for a modern European model” for the draft association status has been presented to Kosovo and Serbia by members of the “Great Pesse” during their visit to these two states on 21 October.
The delegation consisted of representatives of the EU, the United States, Germany, France and Italy.
Kosovo and Serbia in the dialogue for normalisation, mediated by the EU, have reached two agreements on association, in 2013 and 2015. But, the Constitutional Court of Kosovo found that the agreement on principles for establishing association was not in full harmony with the highest judicial act of the state, and said it could be harmonised through illegal acts.
Kosovo Prime Minister Albin Kurti has voiced opposition to a single-ethnic association, arguing it could violate the functioning of the state.
However, during a meeting with European leaders in Brussels on 26 October, Kurti said he has accepted the proposed new draft state.
This draft status document has not been made public. However, Kurti has said it was written more in care of the letter than the spirit of the Kosovo Constitution.
Earlier in the year, Kosovo and Serbia reached the agreement towards normalising the reports. This agreement, of 11 provisions, envisions, among other things, a level of self-awareness for the Serb community in Kosovo and mutual recognition of state symbols, while calling on Pristina and Belgrade to implement, as well, all previous dialogue agreements.
