Government for the draft published by Ramadani: Cannot comment on the authenticity of any document that circulates in public

A draft state of the Serb majority municipalities' association, published by former AKI Chief Inspector Burim Ramadani, has sparked discussions on the possibility that the same is the EU's proposal.

The Kosovo government has neither denied nor confirmed whether this draft is the same as the EU draft.

Government spokesman Progress Kryeziu told RTV21 how the government is unable to comment on the authenticity of any documents being published.

Various texts that were reported as drafts of the European-American proposal have been circulated in public. As executives, we are unable to comment on the truthfulness of each of them. Although as far as we are concerned, the draft proposed by Germany, France, Italy, the EU and the US would already have to be public, we would respect its privacy, according to the demand of sponsor states”, Kryeziu said.

Even the European Union has refused to confirm or undermine this draft Association status.

The document, published by Ramadani, which claims to be the EU draft, says that association, founded with this station, provides a self-management framework for the Kosovo Serb community within the existing municipal level of local self-government and will not gain additional competence compared to its member municipalities. The framework includes financial support from Serbia and an effective channel of direct communication with the Government of Kosovo.

The recognition of the Constitution, university professor Mazlum Baraliu, estimates this draft Association status conflict with the constitution and violates Kosovo's sovereignty.

“is not a solution, rather it is more than association, more than territorial and substanial autonomy. It is a state in the state, a morbyde, carcinogenic structure which is parallel to the Constitution, outside the constitution, and which essentially violates its sovereignty and perspective”, Baraliu said.

At the time when there are constantly published documents referring to as drafts of the Association of Serb Majority municipalities' statute, the official draft proposed by the EU continues to be kept closed to the public.

Prime Minister Kurti has declared that the EU draft for association is much better than that of 2013 or 2015.
