News bomb.al learns that Robert Yezeray of “SPEKTTri” and Alfred Ibrahimi of “ED CONSTRUCCESON” are the winners of the tender announced three years ago by the Albanian Development Fund for construction of the new building and the Divjak municipality parking lot.
This association of operators has been declared a winner among several other companies and operators, who have competed in 2020 for this tender with a 206,669,498 million-euro new fund, or about $2.1 billion old.
The two companies led by Yzeiraj and Ibrahim have offered 140,788,187m new or 1.4 billion and have been declared winners.
However, in reference to Open Data Albania data, this procurement procedure has been classified by “red frug” since the winner's announcement in 2020. The reason is that all other operators, except the winners, have been disqualified from the race.
The condition in this tender has been that the winner cannot be declared the operator with the lowest bid.
Whether Albanian Development Fund Dritan Agollin has attended the construction work of the new building and Divjaka municipal parking lot, engaging supervisory companies as the law predicts, or two companies run by Robert Yzej and Alfred Ibrahimi have acted on their plan, failing to meet the contract. /newsbomb. al
