The complete Association Bill that Edi Rama sent to Macron and Scholz is published

Six months ago, just when Kurti government was at the peak of clashes with the West, because it was failing to meet their requests for North deespasses, Edi Rama was not leaving without exposing his protagonism in relation to developments. Albanian government chief on June 8th had invited [...]
The chief of the Albanian government on June 8th had invited the media to inform them of a very surprising news news é had announced that the day before the two countries France and Germany that had presented the plan for the Kosovo-Serbia agreement, they had sent a draft resolution of the Association, a obligation Kosovo by then was fulfilling.
“Dje (7 June) I have forwarded to President Macron and Scholz a draft of the Association that I have also informed Charles Michelin and the American side” had Rama said before reporters.
The “is a draft worked by high-level American and European experts for the time being” had added it.
In this case, the Albanian prime minister, who a few days later, would cancel the Kosovo-Albania meeting, further driving the frustration of the reports with Kurti, had not issued the case without criticising his counterpart in Kosovo.
“ ... for me unattainable is the position of Kosovo, not Serbia's. The parties are unaware of who should write this text, no longer what the text will be. It is a confidential document that claims to be the ideal solution, but it is a higher level document that considers that association is part of the organisation of life in the Republic of Kosovo by addressing all recommendations of the Constitutional Court of Kosovo” that Rama stressed.
For too many. Rama was viewed as co-ordinated with the West, while Kosovo government, supporters and Kurti themselves displayed disgust.
“I have no doubt that Rama believes his proposal is good and, being then, all I propose, is that Prime Minister Rama this draft state for national minorities present Serbia's president at the upcoming Open Balkans meeting for Albanians in Presevo, Medvedja and Bujanoc”, Kurti had said in his response.
The document that has handed over the Albanian prime minister has managed to remain confidential since it has become known that he has surrendered to Paris and Berlin.
Due to the stalemate in implementing the Ohrid Basiske and annexes agreement, including events in Banjska, the West on 21 October has brought a draft statute of Association to the parties during the Emisaries' visits to Kosovo and Serbia.
This document has been viewed by T7 and Express newspaper, but this time we will complete the document Rama has presented. The Emisars' bill has taken many elements from Rama's. This Draft - Stut, which our medium has provided, is a document in English with 24 pages and 45 articles that we bring in translation.
As noted, the drafttitut is in line with the Law for the Ratification of the First Convention for the Reforming of Relations, with the European Charter for Local Self-Government, with the Framework Convention for the Protection of the National Minorities, and with the Law on Organising and Functioning of State Administration and Independent Agencies, and that “the government approves it without any prerequisite of”, until it demonstrates readiness to implement the Agreement for the Normalisation of Relations between Kosovo and Serbia.
What is contained in Raft - Stut?
Article 7 points 1 says that the Association carried out its activity based on the Constitution and on applicable laws, at point 2 says that the Association troops will fully respect both official languages -- Serbian and Albanian -- while at point 3 it says the Association will be free from obligations and taxes on the same basis as participating municipalities.
Article 28 of the statute speaks of the bodies of Association, which will have Asociation Assembly, President, Vice President, Council, Bord, the Office of Appeals and Associations/Unitedia. In the following articles, the powers of each body are described in detail.

What are the relations of Association with the central authorities?
At point 1 says the association will engage with Kosovo's central authorities by relying on joint co-operation and sharing data in the spirit of promoting democracy and multiethnicity and in line with Kosovo's legal system.
According to Article 26, provision 1 “via Article 79 of the Constitution, Association is not the party authorised to directly propose new legislation.
“, however, in confidence, the prime minister's office will work with the Association to accommodate the interests of such initiatives” says in this article.
Article 25 speaks of the Association report with the Kosovo Police. Point 1 of this says the police commander in the North is elected by the proposals of the mayors of the four municipalities.
“1. Kosovo Police Regional Command Commander covering four northern municipalities (Sverna Mitrovica/North Mitrovica Zvecan/Zvecan, Leposavic/ Leposaviq and Zubin Potok are selected from a list of nominations submitted by Association.
2. The mayors of these municipalities draw up the nomination list”, this article says.
Article 39 of the draft statute outlines the prime minister's scope in relation to Association.
At point 2 says “to ensure compliance with the Constitution, this Statut and relevant implementable laws, all of the Special Orders and Implementation Decisions will pass through an administrative review by the prime minister's office. The administrative review process occurs within 15) calendar days following the delivery of data from Association. Only after a positive examination can these decisions be applied”
The point is that in the event of disputes between the two sides, the final word means the Constitutional Court.
With the statute drafted by Edi Rama Association, there are full competencies “to fully manage existing education and health care institutions established and financed by the Republic of Serbia” to the full normalisation of relations between the two countries.
“ “The Serbian Education Network” will have the right to issue double diplomas. The diploma design given by “Serbian Education Region”, through applicable laws, will be regulated by a separate agreement between bidders and competent authorities. The founding institute in the Republic of Serbia will issue a double diploma (Serbian diplomacy). The site of the dual diploma is the city (in the Republic of Serbia), where the main offices are located. Kosovo's government will handle the dual diploma as valid foreign degree” is highlighted in this article.
Under the statute, municipalities (with a Serb majority) who want to become founding members of the Association, not later than 7 days in writing report Kosovo's prime minister to that end.
According to Article 6 points 2, “Association is a Special Public Law Legal Entity Entity, founded by Lex Specialis, “Access to Ratification of the First Parliament Agreement that regulates normalisation of the 48x2> ”
The association has the right to sue and be indicted, it is eligible to own active and real estate, have in its co-owner entities offering local services within the scope of association, make contracts, including employment contracts and other rights.
