The Association Bill continues to be kept secret: What does Havenier say about that?

US Ambassador to Kosovo Jeffrey Hovenier has said on Thursday that the draft status candidate who has been proposed to Kosovo to form the Association of Serb majority municipalities meets all the criteria that the United States foresees for it.
“should be in line with Kosovo's current constitution. Constitutional changes should not be required. It must be in accordance with the Constitutional Court's decisions. There shouldn't be executive powers. There should be no additional level of power. We believe that this draft, which has been handed over to the Government of Kosovo, meets all these criteria and we believe it is written in a way that is in line with the Kosovo Constitution”.
Hüvenier has said before the media that, however, the final word for this draft should give Kosovo's Constitutional Court, and one of the draft provisions is that it will be analysed by this court.
For the Horvenier “all hysteria regarding constitutionality, it's not right because it's done carefully on the map of draft”.
Asked why the draft has not been made public, he has said there is nothing secret, but these are only diplomatic issues for the better of the process.
The Western officials' proposal for forming the Association of Serb majority municipalities in Kosovo has not been published by officials in Kosovo, nor by those in Serbia.
