The five EU supporters who have scheduled a meeting today at 10:00 with Kosovo Prime Minister Albin Kurti, according to information provided by the newspaper Express, will bring draft the Serbian Majority Commission Association statute prepared by their teams. This Association Draft-Stutute also supports the Ahtisaari Pack, which is also the basis of the Kosovo Constitution.

Since the presentation of the Franco-German plan, the West has insisted that the Kosovo side come up with a draft statute for the Association of Serb-based municipalities seen as the key part of the agreement. There was no movement on the Kosovo side.

The idea of the mediator bringing the draft-stater into negotiations has been discussed by EU diplomacy chief Josep Borelli at the summer academy “Quo vadis Europe?”, in Santander, Spain from 21 August to 25 August. But developments in the North, or more precisely the September 24th terrorist attack in Banjska, has postponed everything.

At the September 14th meeting in Brussels, the Kosovo side had dismissed the sequence proposed by the intervestries that envisioned implementation of the Ohrid Annex to begin with the beginning of the drafting of documents for the establishment of association in exchange for the removal of the injection/ astrotex with which Kosovo is presented at several regional forums.

Officially, expectations from the fives visit to Kosovo and Serbia are that they will come with specific requirements for the parties, demanding implementation of the Brussels and Ohrid Annex agreement without delay and unconditional conditions.
