A day before his visit to Brussels, Serbia's president, Aleksandar Vuciq, said the planned meetings are not easy, but Serbia is ready to talk about the new European envoys' plan for implementing the agreement towards normalising the reports.

When it comes to Serbia, they are knocking on the open door”, Vuciq told Radio Television of Serbia on 25 October.

The plan has been presented by representatives of the EU, the United States, Italy, France and Germany during meetings that have held in Kosovo and Serbia on 21 October.

Vuciq and Kosovo Prime Minister Albin Kurti have been invited to Brussels on 26 October for meetings with European Union leaders.

Free Europe Radio has learned that Kosovo and Serbian leaders will meet separately with German Chancellor Olaf Scholz, with France's President Emmanuel Macron, and Italy's Prime Minister Giorgia Mellon. European diplomacy chief Josep Borrell will also attend these meetings.

Vuciq told the Serbian public broadcaster that he will also meet with EU representative for Kosovo-Serbia dialogue Miroslav Lajcak, and with European Council President Charles Michel.

The Serbian leader said his state position has become even more difficult following the Zvecan Banjska attack on the Kosovo Police.

It commemorated that the <x0 most of the powerful Western states” have already recognised Kosovo's independence.

“They will only seek out how to convince Serbia to reconcile for de facto and de jure recognition of Kosovo”, Vuciq said.

EU spokesman Peter Stano told Radio Free Europe that a meeting between Kurti and Vuciqi is not planned.

Kurti and Vuciki's invitation for meetings in Brussels comes after representatives of the “Great Pesse” remained in Kosovo and Serbia on 21 October and calls for the parties to normalise reports and implement the agreement towards normalisation, which was reached earlier this year.

Meanwhile, Stano has confirmed that during the visit of EU representatives, the United States, France, Italy and Germany, the two sides have been presented with a modern “European proposal” for the statute of Association of Serb majority municipalities in Kosovo.

Kosovo and Serbia have reached agreements on Association in 2013 and 2015. But, the Constitutional Court of Kosovo in 2015 found that the agreement on principles for establishing association was not in full harmony with the highest judicial act of the state and said it should be harmonised through illegal acts.

Kosovo has so far refused to establish the Association of Serb majority municipalities, voicing fears it could violate state functionality. Serbia, meanwhile, insists on its establishment.

The international community is calling on Kosovo and Serbia to return to dialogue mediated by the EU, following increasing tensions between the two states.

Tensions have increased since May in northern Kosovo municipalities, as local Serbs oppose the new Albanian mayors, who emerged from the April elections -- boycotted by Serbs.

On September 24th, tensions escalated after Kosovo police were attacked by an armed group of Serbs, where police officer Africa Bulnjak died. Three Serb attackers were also killed during the clashes.

Kosovo has blamed Serbia for the attack, but Belgrade has denied involvement.
