The decision against his release is said to have yet to improve his behaviour, while mentioning that he has disciplinary precedents in the Pre-medigence Unit.
“Anyway, the Speaker stressed that Mr. Haradinaj has disciplinary precedents in the Parading Unit (NJP). Consequently, the Mayor judged that although Mr. Haradinaj has taken several steps towards rehabilitation, there is still room for improvement. For this reason the chairman ordered the administration to submit a report on Haradinaj's future behaviour in the NJP within a set period in the context of the decision on modification of his sentence”, the report said.

On October 12th 2023, Kosovo Specialised Chambers Speaker (DHSK), Judge Ekaterina Trendafilova, ruled that she would consider modification of Mr. Nasim Haradinaj for his release with certain conditions after receiving report from Administrator Fidelma Donlon about Mr. Haradinaj during his tenure at the DHSK detention facility.
In making the decision, the Speaker consulted the panel judges who served the sentence as envisioned in Article 51é2) of the Law for Specialised Chambers and the Special Prosecutor's Office (“Law”), took into account the factors of the 19650X Law of Procedure and Tests, as well as held a session with Mr. Haradinaj.
The mayor took into account that although the criminal acts Mr. Haradinaj was sentenced are undoubtedly serious in view of the very negative effect of revealing confidential information on witnesses (possibly), were some factors that could be weighed in favour of modification of his sentence. The speaker also noted Mr. Haradinaj during the oral hearing and his pledge not to perform other actions that could be characterised as criminal acts against justice administration.
However, the Mayor stressed that Mr. Haradinaj has disciplinary precedents in the Parading Unit (NJP). Consequently, the Mayor judged that although Mr. Haradinaj has taken several steps towards rehabilitation, there is still room for improvement. For this reason, the chairman ordered the administration to submit a report on Haradinaj's future behaviour in the NJP within a specific period in the context of the decision on modification of his sentence.
