Montenegro has managed to arrest these two Kosovo citizens, whom local justice calls for crimes committed during the war in 1998-99 in Kosovo.
But for the 61-year-old and 48-year-old process of extradition from Montenegro to Kosovo, they are not yet complete.
The Special Prosecutor did not indicate the time when the same will be extradited, but they have only said that for one of them the procedures have been launched, and for the other person it will start soon.
“We announce that these two persons have been arrested in Montenegro, according to international paper, for war crimes in Kosovo. The extradition procedure for one has been initiated and the other will soon be initiated and the extradition procedure is expected to be extradited”, Ekrem Lutfiu said, the spokesman to the Special Prosecutor.
While the former secretary of this mine, Ardian Bayraktari, says the extradition of persons arrested to another state depends on the relations of states and that all is the competence of the MD.
“As a rule, it is the states of respect for justice, and we should take into account the fact that extradition is the exclusive question of the will of states whether they will do it or not, as a rule we have a considerable number of citizens who are extradited to face justice”, Ardian Bayract, former secretary to the Ministry of Justice, said.
From the Ministry of Justice an answer for RTV Dukagjin has said that during 2022 from other countries, 31 extraditions have been carried out, while from Kosovo to other countries a total of 18.
Over 2022 from other countries, 31 extraditions of persons wanted by the courts of the Republic of Kosovo have been realised, while 18 extraditions have been realised from Kosovo to other states. Total 49”, the Justice Ministry said.
About 70 people have been convicted of war crimes by local and international institutions. War crimes have been investigated by 2008 by the United Nations Mission, and by 2008, by EULEX.
By 2018, the competencies for investigating war crimes have been passed to the Kosovo Special Prosecutor, who also has the special war crimes department.
