How did Kurti reason on accepting Association

The entire opposition cause of Albin Kurti accepted the international community's proposed draft of the Serb Major Assembly.

He even did so without giving the least of his reasoning. At the media conference Friday, when it went out to talk about the issue, it only showed how this draft was written in care of the letter and structure of the Constitution.

The prime minister did not speak, nor was he asked, about the massive protests he had organised and the tear gas he had thrown into the assembly as opposition to the Association, which he had chosen to call in the Serbian language “Zajednica”, to indicate the damage facing Kosovo in case of implementation of this mechanism.

According to the opposition Kurt, association or “Zieednica” as he called it, “cannot accept someone who is not Serbofil”.

“Only from the position of a Serbophye you can accept Zaydnica”, the opposition Kurti said in an interview for “KTV”

Now that he did, what did he say?

At a media conference Friday on October 27th, a day after it was made public that it accepted the draft for Association, Kurti said this draft was carefully written on the letter and structure of the Constitution and laws of Kosovo.

For the first time, the draft Kurt accepted was presented to him on Saturday, October 21, by the “the big”.

The Western delegation, which delivered the draft to Kurti's office, was led by European Union Special Envoy for Dialogue Miroslav Lajcak, who was accused of taking sides with Serbia who, for the second time, had American Gabriel Escobar and advisers, French Emmanuel Bonne, German Jens Plotner and Italian Andlessandro Cataneo.

On October 21st, we have been told that the draft for self-defence was carefully written on the letter and structure of the Constitution and laws of the Republic of Kosovo, and that if it was signed there, the Constitutional Court would immediately control it, so that the Constitution can provide its assessment of the constitutionality of this proposal as response to”, Kurti said.

The greatest contradiction in this regard, however, can be found just two days after he undone his greatest political cause.

In a word of case at the “theme conference The leader in challenging times”, organised by UBT College, said one of the qualities of a good leader “is principled devotion to a fair cause”.

Speaking of the fundamental qualities of the leader who defines a good and great leader, Kurt mentioned two virtues that a good leader should have.

A leader's first “Quality is the pragmatic effectiveness to attract and maintain followers or supporters”, he confirmed.

For Kurt, qualities that define a great leader are defined by the will to sacrifice their interest in a greater cause.

So big leaders are so dedicated to their principles and so determined to protect them in the best way that they are willing to sacrifice their personal interest”.

What does the European draft contain for Association?

Albanian Post has seen the statute of Association proposed by internationals, and it is very close to what Albanian Prime Minister Edi Rama has proposed.

The accepted statue, which the AP has seen, has addressed the opinion concerns of the Constitutional Court and to be drafted, the 2013 agreement, the Constitutional Opinion, Kurt's letter for his vision of self-management published in his Facebook account on May 2nd this year and several other drafts proposed by non-government organisations, such as the FES one.

Since the Constitutional Court's concerns in the opinion on the General Principles of 2013 were that the Association would take power from other levels such as Government, or Commissions, or that it would not constitute an exclusive institution to protect and promote the Serb community in Kosovo, then the new statute issued the association as a new public institution in Kosovo, but that does not affect the power of neither municipalities nor the Government, only to engage in the implementation of duties in certain areas, with emphasis: education and health.

Also clarified is the problem term “head overview”, which in Albanian was translated as “vest” and Serbian as “audit”.

In the new statute “head overview” means management of economic development association, health, education, urban and rural planning and several other areas.

The association will also have the right to employ staff and they will be called “civil servants”.

The statue also regulates the payment, donations and other services Serbia offers directly to the Association. The Kosovo Government report is also adjusted.

Despite addressing constitutional concerns, the new statute must be validated by the Constitutional Court, as envisioned in the 2015 Agreement on Principles. / AP
