O'Brien has been appointed to this position by US President Joe Biden on May 19th.
He's part of the U.S. State Department since 1989.
During his long career, he has also dealt with Balkan issues, as the president's special envoy, and has participated in peace negotiations in Kosovo and Bosnia and Herzegovina.
In the administration of the former US president, Barack Obama, he has been a special envoy for hostage cases and in 2021, Biden has appointed co-ordinator for sanctions at the US State Department.
