This week in Brussels, after meeting with the leaders of the European Union and the presidents of prime ministers of France, Germany and Italy, Kosovo Prime Minister Albin Kurti voiced readiness to sign the project offered by Western diplomats to establish the Association of Serb majority municipalities, while accusing Serbian President of failing to implement the agreement known as the Franco-German plan.

In a comment to the Voice of America, the State Department said the process of normalisation mediated by the EU is the only way to ensure peaceful and productive relations and to realise the two countries' aspirations for membership in the European Union. The US also reiterated the call for the two sides to engage seriously and urgently towards that goal and to fully implement all commitments stemming from the dialogue.

In an interview for Voice of America, Kosovo Foreign Minister Donika Grovalla Schwartz said the agreement must be implemented all. In the interview Kosovo's top diplomat gave colleague Garentina Kraja on Friday, she said a partial implementation would not bring the intended progress.

Voice of America: Miss Gervalla, Prime Minister Kurti accepted, but did not sign the Association Agreement. Why does Prime Minister Kurti link the establishment of association in Kosovo with the signing of an agreement from Belgrade on its obligations from this process?

Donika Gervala: But now the prime minister what he has offered yesterday to the German Chancellor, the French president, the Italian prime minister and other international representatives is finally to implement the basic agreement we have recently linked to Serbia in Brussels in February this year and the March implementation plan, which envisions at point 7 and 10 and a part that relates to the self-advancing of Kosovo Serbs. Under this agreement, Kosovo has seen a new draft, which has come from the European Union, which respects the concerns we have voiced over the two years about the substance of that mechanism, and Prime Minister Kurti has shown to international partners that if they can secure Serbia's signing of the agreements we have related then Kosovo will not be an obstacle to their implementation.

Voice of America: Can you share with us what the new model of association predicts? Until yesterday you called him a dead union, and now you're in.

Donika Gervala: But that is the problem when even serious media are served with titles and not with the content of interviews with political representatives. We talked in the interview that you quoted, we talked about the association of 2013 and 2015, which, as the Constitutional Court said, violates the Constitution of the Republic of Kosovo in more than 22 articles. So that association, which violates the Constitution of Kosovo, is dead both to us and to the international community. A new document that we have received, which I don't know whether it will be called association or what will be called, which serves to implement the plan connected in February, respects concerns, respects the Constitution of the Republic of Kosovo and all other documents that ensure the functioning of our state.

Voice of America: Through a statement, leaders of France, Italy and Germany call on the Kosovo side to begin the process of implementing association regardless of Belgrade. Will Kosovo start the process of implementing association, Miss Grovall?

Donika Gervala: If the agreement linked to Brussels applies as a whole, it includes articles 7 and 10, and under the implementation of the agreement, we are willing to make our contribution. Agreements or fragments of the agreement, which Belgrade does not even accept, will not bring about the desired normalisation, the necessary normalisation between our two states and therefore are meaningless. The agreement applies as it all, or its fragments will not bring progress.

Voice of America: Before the September 24th attack, your government has criticised the international community for unjust pressure on Kosovo rather than on Serbia. Have you observed any different European Union stance and the whole international community since then?

Donika Gervala: I think that not only our government, but also many observers of the Balkan processes, many researchers, many journalists, serious media have criticised the European Union's approach as unilateral in relation to Kosovo, and in the ongoing demand that Kosovo make big moves while having some continued understanding of Serbia, which not only in the case of Kosovo does not move, but does not meet its international obligations in relation to Russia and its fight in Ukraine, nor in other reports related to forces which are not part of the European Union and the West strategy in general. September 24th has shown that Kosovo has been right, that Serbia while we were trying to achieve results in dialogue, Serbia has been preparing paramilitary troops to be sent to Kosovo to invade Kosovo's territory, so we hope that the international community will finally be more committed to its demands in punishing the aggressor, but also in seeking ways that can provide a long-term solution.

Voice of America: Although Mr. Kurti accepted association, EU leaders in the statement after yesterday's meeting blamed Kosovo and Serbia alike for implementing the normalisation agreement. What is your comment on this assessment?

Donika Gervala: I want to point out once more that I don't know which admission you're talking about. I tried in detail to explain what happened yesterday, which was the pledge of the prime minister of the Republic of Kosovo, and on the other hand, let me stress that the EU's High Representative of Foreign Policy is not the first time that it is very unilateral in the assessment of the situation. Mr. Borrell has also been noted for statements that have not reflected the reality of dialogue, have not reflected the reality of the positions of the Republic of Kosovo. There were no two pairs yesterday. The prime minister of the Republic of Kosovo has offered a clear way out of the situation we are in and the president of Serbia has rejected that path, and to tell them the right, we do not expect Serbia's president to be constructive in this process.

Voice of America: What do you expect from this process? What's your vision of the road ahead, Miss Minister?

Donika Gervala: The road away is strengthening the Republic of Kosovo as an independent and sovereign state, respecting the interests of citizens of our entire Republic, regardless of their national, religious, regional or any other affiliation. The road away is the commitment of the Government and the institutions of the Republic of Kosovo to establish rule of law, to strengthen democracy and to always offer all neighbours the possibility of good neighbourly relations. That's what's in our hands. All the others are not alone in the hands of the Republic of Kosovo, and therefore we hope that the international community will exercise appropriate pressure, to express adequate sanctions against Serbia in order to have an opportunity to move in normalising our relations.

Voice of America: The United States has often reiterated during this year that there is a time pressure to close the agreement with Serbia. Is the deal still possible to be closed before elections next year in America?

Donika Gervala: As for the Republic of Kosovo, we have shown the way it could be closed immediately. Prime Minister Kurti has offered the opportunity to finalise yesterday the agreement with the signing of both sides in the presence of all European leaders. Such an opportunity has not been used yesterday; to see if there will be similar, principled and successful opportunities for the Republic of Kosovo in the future. That doesn't depend, I said it again, just from us. That depends greatly on which position the international community will take, take our partners, friends and allies in relation to the right demands of the Republic of Kosovo, but also on Serbia's continued efforts to flee negotiations and strengthen aggression against Kosovo and other neighbours.

Voice of America: We're going back to the question of the new model offered by international special envoys for association. Can you explain what makes this model acceptable to the Republic of Kosovo?

Donika Gervala: Very simple: the new model, which has been introduced to us, respects the Constitution of our Republic and as responsible institutions, the minimum of what we seek with whatever proposal comes to us is respect for citizenship, sovereignty, the Constitution of the Republic. I think that's the obligation of every government of every democratic country.

Voice of America: And do you feel that the new model respects these basic principles?

Donika Gervala: I think I highlighted it three times during this joint conversation we had, that this is the basic change of the proposal that has come to us, and that's why Prime Minister Kurti in a very sincere and very principled offer yesterday in Brussels has offered the signing of the basic implementation Agreement and within its implementation of Article 7 which envisions a single-management mechanism for Kosovo Serbs.
