In a Facebook post, Vice President Citaku says the Government is causing confusion, as she said they initially said they accepted the plan, then said no.
She writes that Kurti Government has indicated that there is no dialogue without punishing Serbia, while now they say there is dialogue with Serbia this week.

The prime minister's office today said Kurti has responded positively to the 5 emisaries' request for a meeting with leaders of Germany, France, Italy and the European Commission's president, in the margin of the European Council summit.
“Prime Minister Kurti has responded positively to the 5 emisaries' request for a meeting with leaders of Germany, France, Italy and the European Commission's president, in the margin of the European Council summit. The meeting will be meaningful to discussions launched with 5 emissaries during their visit to Pristina on October 21st, in which they proposed a new plan involving a fuller comprehensive implementation package of the Basic Agreement jointly with a proposed draft for implementation of Article 7. Prime Minister Kurti has voiced his agreement that this new plan will be the framework for continuing further discussions with allied states, the US, Germany, France and Italy, which would have to ensure a powerful component of security and also strengthen the prospect of membership in international organisations. The agenda and details of the meeting in Brussels have not been disclosed to Prime Minister Kurti, however, he is ready to get involved in container discussions on the condition that they are in line with the principle of inclusion”, the prime minister has indicated.
