After almost a year and a half, things have changed, but Bislim has not kept his word. The government has already made it clear that it has accepted the EU draft for formation of Association.
After meeting with European leaders in Brussels, Prime Minister Albin Kurti has indicated that he has expressed readiness to sign the draft offered by the EU and US for implementing Article 7 in connecting Article 10 of the Basic Agreement.
That admission has not impressed Deputy Prime Minister Besnik Bislim. He seems to have forgotten his vow last year.
In an interview at “Debat Plus”, in June of last year, he had pledged that at the moment the Government changes its stance on the issue would resign.
He had declared that his resignation from the post of deputy prime minister would offer even if he spoke of association with non-executive competencies.
“The moment the government changes its stance on Association. And it says that the Association will be established, even with non-executive competencies, Besnik Bislim is no longer in dialogue. Maybe someone else comes and does.”, Bislimi said.
After accepting the draft from the government, Bislim has been reminded of the word it had given.
Kosovo Institute for Justice Director Ehat Miftaraj has said Bislim would have to remain faithful to the public word.
“Whenever Kosovo accepts agreement and Serbia refuses, it is good news! Every time Kosovo has heard US advice and co-ordinated decision-making with this state, the end always results in victory for Kosovo. However, this Kosovo diplomatic victory would have to be followed by the resignation of Besnik Bislim, who has given the public word that if the Association is formed, Besnik Bislim is no longer in dialogue. Loyal dialoguer, stay loyal and keep your word!”, wrote Miftaraj in his account in “Facebook”.
Bisly defends draft for Association
Kosovo's chief negotiator for talks with Serbia, Besnik Bislimi, who is also the first deputy prime minister, has never been impressed by the demands for resignation following the European draft's accession.
He even went out yesterday with Prime Minister Kurti at a media conference to protect the new draft.
Bislimi has estimated that the new draft is in line with the Kosovo Constitution.
“In February Kurti has shown the circumstances he is willing to engage in drafting the document on self-defence in co-operation with point 10, if he makes sure this is in harmony with the Constitution, Moghrin's letter to Isa Mustafen and in line with the US position of Op-Ed. We've requested agreement that these will be those limits. Serbia has refused to enter this discussion and we have been unable to start working on it. We can't stop partners from taking their initiatives”, Bislimi said.
According to him, the document in question meets the conditions Kosovo has asked for.
“Sponsors of this proposal, as the prime minister has said, have stated and assured, that during the drafting of their proposal, which is not a proposal of obtaining or permit, they have taken full care of Mr. The condition that must be fully respected by the Constitution and the Constitutional decision of 2015, but we have the authority to establish whether or not it constitutes a formulation within the constitution, but what the prime minister said, which is within the document, is still the filter that whatever agreement is made should go to the Constitutional Court.”, Bislimi said. /national/
