Ministry in trouble: An estimated half a million euros on the Gjilan Highway was built off standards

By 2018 the Ministry of Infrastructure had begun to build the A7.1 Highway, also known as the Gjilan Highway. Besides procrastination of the hard work being done there, in some parts the work is not being done by standards.
Eight contracts were signed for the project's life. The contract -lot 2 had been won by the company from Albania “Gjoka Construction” at a value of 5, 906, 293, 67 euros. But, as Periscop learned, in this segment the company from Albania never worked, but the one from Kosovo “Kag Aspholt”, which has signed contracts with the ministry at the same time for TI's tears for the project, worth 11.6m euros.
Based on the Public Procure Law provisions, the sale of 100 percent of jobs to another company is illegal. That basically conflicts with Operational Guide for Public Procurement Article 18.11.
While the quality of the work is highly suspicious even in the other tears, Periscope has learned that in tears II, the ministry will be in trouble. This is because the labor company has not laid the asphalt down as it had been mentioned in the contract to be of epithropic stone, but the same is paved with limestone, which is of the lowest quality and is much cheaper on the market, while payment is expected to be taken for eropic stones.
The highways in Kosovo, in addition, are all built with eropative stones.
Although in that road segment, the layer of asphalt has not been worked according to the contract, the company has factled nearly half a million euros in the ministry to avenge its affairs.
Periscop has learned that the ministry is not paying off because asphalt is not paved according to the contract.
It is learned that, initially samples for asphalt analysis have been taken from the laboratory, which is contracted by the ministry and they have not emerged according to standards. The same have been sent for a verification to Croatia, where they have produced the same results as those in the Kosovo laboratory.
For all of this, Periscope has asked for an answer and from the Ministry of Environment, Space Planning and Infrastructure, but this institution has not returned to publishing this article.
So MMMPHI is in the position when the worst quality of asphalt is laid down on the road and it's not paying, and the question to be posed would be “which then”.
A few days ago, MMPHI leaders have appeared at a news conference to announce that this year the continuation of the Podujevo-Pristina Auto will begin.
Periscopi has asked Deputy Minister Hysen Durmishi how satisfied you are with the quality of the works being done by the ministry contractors, and he returned this response.
I'm generally not satisfied with the quality of the work in all the projects that are happening. We are taking positive steps to increase quality. We're going to have one more project review contract so that we can make sure the projects are as good as possible, because there's a lot of problems during the crash. Pos, the labs the ministry has contracted to control the quality of projects where the ministry builds, we are preparing an agreement with the University of Pristina's Faculty of Buildership, in order to get their professional opinion on each project”, Durmish said.
In all, the project is in the realisation of less than 50 percent of the final jobs, while it is taught that the payments for it are made for about 80 percent. Furthermore, the ministry has begun to make partial technical admissions to many tears, which there are fears that they, after taking advantage of money left hostage at the ministry worth 15 per cent of the total contract, may abandon the work.
Three ministry officials and the former secretary are currently being tried at the Constitutional Court in Pristina for misuse of office when they have entered eight contracts for the project in 2018.
The biggest investigations are primarily focused on tears 2, which the company had won from Albania. /M. B- PERISCOP/
