Asked what would be the most important part of a possible agreement with Serbia, Kurti said there is also something on the proposal from the 1972 two Germanys agreement.

Some of the paragraphs of the 1972 German-German agreement are included in the proposal. But Willy Brandt went ahead to Warsaw and apologized. And the deal was possible because the two Germanys took a seat at the UN nine months later. But with Russia and China, we don't have such a chance. But it is also about the fact that the five EU states that do not recognise Kosovo must also be there”, Kurti has said.

The atmosphere is very positive, Kurti said, but added that “has no concrete steps” for recognition by the five countries, except for Greece.

He long spoke of the Association of Serb-run municipalities. Initially, he explained his already recognised position that the Constitution allows, citing the first paragraph of the Ahtisaari plan that “Kosovo should be multiethnic society”.

When it comes to the Serbian Association of Communists, I want to refer to Bosnia and Herzegovina as well. On April 26, 1991, 14 Serb majority municipalities there joined and founded an association; on January 9th 1992, they declared independence, and on February 28th 1992, adopted the constitution”, he said.

He said that “I'm not afraid”, because he said he knew this “is a very clear goal” of Serbia.

Kurti also gave details from a conversation with Serbia's president, Aleksandar Vuciq.

And I told him I made the impression that he doesn't want community, because you can't want municipal association and say it every week: I will not recognise the state of Kosovo. You can't serve a coffee machiato without a cup of coffee. But minority rights are a very important part of full normalisation of relations with Serbia. So when we get to that point, Serbia can make a proposal on how to solve it. Similarly, we can make proposals on issues that we consider important for minorities in Serbia”, Kurti said.

Now, following the plan of France and Germany, he said that “we entered a new phase”.

There is a paragraph for the rights of those who do not belong to the majority. You can include it in this paragraph. And within full normalisation talks, we can talk about this”, Kosovo's prime minister said, among other things.

He said he's closely co-operating with the internationals, but he said that “I don't feel that they treat me equally”.

“The West has some fear of Serbia's destabilising potential, and, on the other hand, there is envience to think that Serbia may be forced back to the West soon, Kurti said.
