The State Department's claim is based on a declassified assessment of American intelligence published on Tuesday.
A senior official from the administration of President Joe Biden said: “We think this is just the tip of the iceberg”.
Russia has not commented publicly on the issue. Moscow itself has repeatedly accused the US of interfering abroad.
US intelligence “estimates that these are minimal figures and that Russia likely transferred additional funds secretly in cases that have remained undiscovered”, the administration official Biden said during a telephone conference.
