Knees: Too late for Kosovo, Albanian government to help each other

Former director of the Kosovo Electronic Corporation, Arben Djukaj, says the energy situation in Kosovo is more complex than seen because it inherited old generation units and depends on import to 15%. He declared that this year he characterises the failure to carry out certain remontes in Kosovo, entering with megavats, or shorts.

“In the A5 unit, the needed remonts have not been conducted and steps are not taken by the responsibilities for remont, as preparations are made from early spring until autumn. The season starts between October and April, and we have a drop in temperature, when electricity is used for heat, we have a high demand of consumption. It is too late for the government of Kosovo and Albania to help each other, because the prime minister has been misinformed or misinterpreted”, Djukaj has said.

Albania imports for itself over 35% of energy, and in the last six months it has tripled, because production in Albania depends on rainfall.

Kosovo imports 15% of energy, while last year it imported 19% of consumption, so, adds, Djukaj, we say it is too late to rely.

“There have been years when field experts raise their voices and it is understandable that Kosovo imports 100m euros annually, Albania 300m euros, at a time that can be invested in joint capacities, to reduce dependence on imports”, he points out.

For Kosovo, it stated that it is meaningless how the public company's responsibilities have not taken measures since the end of last year has been flawed and it has not been done in the remont, and now that we are entering the winter phase, the remont may be too late.

Kosovo since 1984, the public sector I say, has no resources managed by the state. There have been several projects addressing the regular supply, the Kosova e Re project, which for many reasons, meaninglessly, uncoordinated, without hearing experts and deep analysis, had failed. All countries have taken steps to reduce their resources and use them in winter. We haven't seen, on the other hand, but we've seen abuse, where units haven't gone to the restaurant, so they're ready for winter. It's too late, it's past mid-September, and since October we've been preparing for the high season, the measures should have been taken much earlier in terms of consumer preparation”, says former KEK director for MCN Tv.

He adds that the consumer is the one who requires the cheapest energy possible and all those who heat out of energy, with wood, mazut, or fuel, converted them into electricity, have increased consumption rates.

“It is late that consumers are unprepared, Kosovo has no gas networks and other fuels. A group of consumers are directly dependent on electricity consumption. We're entering a difficult or gloomy winter, praying that temperatures don't go too low, that energy is enough. Import energy does not view it as an option because prices have reached pixbuf”.

Asked about the Albanian government's decision to expensive energy for all subscribers exceeding the 800 kilowatt page, removing parallels if such a decision has been made in Kosovo, Djukaj denied.

He said Kosovo has the lowest energy cost in the region and the wider 7 cents per kilowatt.

In terms of measures to be taken, for families in need and those not able to cope, it is for the governments of the two countries to step in to meet their costs.
