Gervala Swartz also spoke on the issue of visa liberalisation between the EU and Kosovo, while the Czech Republic, which has the rotating European Union chairmanship, is expected to address the issue during the European Council meeting on 13 October.

According to Minister Gervalla-Schwarts, Kosovo has fulfilled the criteria required for visa liberalisation, and this issue more than the responsibility of the Kosovo side is already the European Union's what its credibility could bring into question.

Voice of America: The minister's lady, an increased attention has recently been noticed by the international factor for reaching a final agreement between Kosovo and Serbia. What is your assessment, when it is realistic to reach this agreement between the two countries?

Donika Gervalla Schwarz: I can't give predictions about the time when such an agreement can be reached. What I can say is that Kosovo is very committed to reaching a final agreement, which would result in mutual recognition of Kosovo ? I can only stress the need for such an agreement because time is running out. Kosovo is a reality as an independent and sovereign state for 15 years and that is an insurmountable fact for Serbia as well. The historic chapter of Kosovo's independence has been closed, in the meantime it is Serbia's question even for its internal reasons that the sooner I know reality with the new state of Kosovo in the Balkans, the sooner it will open the way to itself towards the European road, if they want it.

Voice of America: Let's talk about a sensitive issue for Kosovo. The Czech Republic, which holds the European Union's rotating chairmanship, has warned that on 13 October it will put the visa liberalisation issue for Kosovo to question the European Council. How optimistic is the Kosovo government that this will be accomplished and soon?

Donika Gervalla Schwarz: We have been working on daily grounds to achieve progress on the visa liberalisation issue, because it is a great injustice that citizens of the Republic of Kosovo are the only ones in our region who cannot move without applying for visas and the visa application process is extremely long, expensive and complicated. Therefore, since it has been found several times that Kosovo has fulfilled, even more than has been required, the criteria for visa liberalisation is in fact in question the credibility of the European Union more than that responsibility falls on our side. I want to be optimistic about the 13th, but as we've practiced so far we don't give predictions, we don't give dates because many in the past have become the wrong forecasts, champagne bottles have been opened, it's celebrated that visa liberalisation was made. We want to be very serious with our European partners, we would welcome visa liberalisation very much, but let's wait for what the action will be. In fact, reason to deny visa liberalisation for citizens of the Republic of Kosovo does not.

Voice of America: In May, Kosovo has also submitted the application for membership in the Council of Europe. How likely is this requirement approved?

Donika Gervalla Schwarz: I will now travel from Washington to Strasbourg where the new session of the Parliamentary Assembly will now open. There we are constantly working not only with the Council of Europe member states since May, not only with different delegations but also with the capitals of member states in order to have a process as fast as possible. We know this is a process, application does not mean that you automatically participate. We know that for countries in the region, the process has been very long, we will do everything possible to cut this process in the case of Kosovo. Despite the decisions made in Strasbourg at this middle time, we are working in Kosovo that our legislation, the government's actions, transparency, democracy, human rights protection, duty in the trial and other processes move forward in order to cut as much time as possible in anticipation of a positive decision for Kosovo.

Voice of America: Lady Minister Albania has launched an initiative to reject the Council's envoy Dick Marttyt's report, which is on the foundation of the Kosovo Special Court with headquarters in The Hague. Is there a co-ordination between the Kosovo government and official Tirana on these issues?

Donika Gervalla Schwarz: No, a co-ordination has not been on this issue, but you have to understand that I do not comment on the actions of the Albanian government. I comment on our common relationships which are good as rarely in many areas. It is true that we have Divergents as to “Balkan opened”. Voice of America: If there wasn't, should there be?

Donika Gervalla Schwarz: There should have been, too, in the past, but we have extremely good relations with both governments, but we are also interested in implementing the agreements between Albania and Kosovo, and we are interested in implementing as many of them as possible. These first 18 months of this government have shown that with Albania the possibilities are huge, but the pace we're working on is very high. The decision on the railway between Durres and Pristina is one that will be very important for the economy in Kosovo and the economy in Albania.

Voice of America: Madam minister, there is a clash within the ministry that you are running with employees seeking to have a union organisation within it. Even today, according to the union association of members of your ministry's foreign service, representatives broke into their offices and took over all the material they have inside. How do you respond to these accusations, are you blocking a union organisation within the ministry?

Donika Gervalla Schwarz: The first to be understood and very important, is that the February 14th elections of 2021, our government coalition has won with the promise of deep institutional reforms, namely, for a functioning of our institutions for a more efficient job in our institutions. Nothing more or nothing has happened at the Ministry of Foreign Affairs, which is a forerunner of reforms. We've joined two ministries, so we've mixed the former Diaspora Ministry with the former Ministry of Foreign Affairs and with a new labour regulation we've created a joint ministry. As far as the union organisation is concerned, of course I have lived 30 years in Germany and claim that I am better off with procedures and the need for union representation. I think that a small number of people who claim to take over are union representatives at the Ministry of Foreign Affairs and Diaspora would have to come first to the mirror and talk to themselves because breaking the first law is not accepted and the second is not accepted, union representatives so union heads can't be anyone, by law, from part of the management, that's the department director, and that's where the self-declared and self-declared people take over to explain what the media are and what are not. I have been very open to everyone since coming to March last year and trying all together, you have also seen the participation of an alleged protest that was organised in Pristina that was not by the real employees of the Ministry of Foreign Affairs, but has been an extremely small number. I am committed to creating an efficient structure at the Ministry of Foreign Affairs, along with improvements with other countries, with partner states and allies.

Voice of America: Today is the International Day for Access to Information, we have also had a material on this issue, and the ministry you are heading has received a fine of 13 thousand euros from the Agency for Information and Privateness because of the refusal to allow access to information. Why this lack of public transparency?

Donika Gervalla Schwarz: I think this is the most transparent government ever in the new history of the Republic of Kosovo, I think that this government away from being perfect in its work has offered access either in public documents, but even in general, to information concerning the government, has offered much greater access not only to journalists but also to institutions or to civil society. I am very happy that civil society and the media in Kosovo are so loud in their demands for more transparency because I think it serves a stronger democracy in Kosovo. We need an even higher transparency, even though they show international measurements that Kosovo has jumped into international organisations, so far from being perfect, we're trying to be even better. However, let us not forget that this is the most transparent government the Republic of Kosovo has ever had.
