The ministry explains that Albanian authorities had the impossible to inform Russia's embassy of stopping these two citizens, as it contradicts Vienna Convention. Under this convention, MEPJ explains, the host's “state -- in this case Albania -- should announce their ban on the diplomatic representation of the sending state, in this case Russia -- only if the detainees seek to contact their embassy”.

Regarding claims by the Russian Embassy in Tirana that the ministry for Europe and Foreign Affairs for days has not responded to this embassy's note for information on the ban of Russian citizens due to efforts to break into the military area, MEPJ Secretary General Mr. Gazmend Turdiu claims with responsibility that all MEPJ actions concerning this issue are in full compliance with the 1963 Vienna Convention on Consultative Relations, as well as with conventions on personal data protection, where Albania is a party.
MEPJ has received verbal marks from Russia's embassy, in an effort to get information on two Russian citizens banned from entering a military object. But it is absolutely false that this note has been sent for four days. The note was drafted on August 22nd and entered MEPJ on August 23rd afternoon. The MEPJ is immediately directed to competent authorities for information. We stress that at this point the MEPJ is connected between researchers and other structures and there is no other flock to the matter in question.
Within transparency and dezinformation, MEPJ, it is available to the media and public opinion to provide a copy of the note, which clearly shows the number and date of delivery, August 22, 2022.
Albanian authorities were unable to inform Russia's embassy of stopping these two citizens, because the Vienna Convention referred to earlier -- Article 36, its 1.b point -- stipulates that the host state -- in this case Albania -- should announce their ban on the diplomatic representation of the sending state, in this case Russia -- only if the detainees seek to contact their embassy.
We also want to stress that the ban or the beginning of a criminal process against a person is given personal protection from the international convention where Albania is a party. Even so, granting Russia's embassy information on the ban of these citizens would be a violation of international commitments by the Republic of Albania
