The outcome of the war in Ukraine and the prospect of a Turkish insurgency in Syria are expected to dominate negotiations among leaders.
Erdogan has achieved diplomatic success with the help of reaching a UN-brokered agreement to resume shipments of Ukrainian wheat through the Black Sea.
The Turkish leader has tried to use his good relations with Ukraine as well as Russia to play a role in ending the war launched by the Kremlin on 24 February.
Ankara's planned military encouragement to attack Kurdish forces in northern Syria will also be at the top of the agenda, Turkish state broadcaster announced TRT.
Moscow, which has supported President Bashar al-Assad in civil war in Syria, had recently consulted him against such an offensive.
Ankara sees Syrian Kurdish troops backed by the US, People Protection Units (YPG), a terrorist group and doubts they are linked to local rebels.
A Turkish offensive in northern Syria has been suspended since 2019, following two ceasefire agreements brokered by Washington and Russia.
According to Kremlin, the possible sale of non-pilot combating drones by NATO member Turkey is also on the agenda in Russia.
