The ruling “made it possible to present the number of laws adopted in the Assembly as a success. But he did not mention the fact that one of the most important laws, which is the 2022 budget revision, has not been handed over to the Government Assembly. Capital spending in the first six months of the year is at the lowest historic level, with only 11% realisation. Therefore, it has been necessary to review the budget to redistribute it into projects that can be realised. With this very low budget implementation dynamic in the first six months, and lack of budget revision, it is certain that implementation of capital projects this year will be very low.
