The Kosovo government last week made a decision to allocate over 1m euros to 7 out of Kosovo's 38 municipalities to assist in projects in different ways. Four of these 7 municipalities that benefited are run by the local-level Vetevendosje Movement (LVV), which the government also has at the central level.1 million 80 thousand 768 euros, the government shared from the project: “municipal development programme of socio-economic infrastructure and intercommunal co-operation”.
Executive head Albin Kurti, at the cabinet meeting, said supporting these 7 projects came after understanding agreements signed by the Comunas and the Ministry of Management of Local Power (MAPL). LVV and 3 LDK beneficiary municipalities, which are led by the LVVI's Alban Hyseni, have been helped by the government for the “Parka Baja” project, worth 87,500m euros. The Podujevo municipality, which is led by the government's Lawiqi Speed of LVV, has been helped for 111,114.00 euros for the “Podujeva Project for Efficiency and Development Efias”.
The park's overhaul in the village of Davidoc” in the Shtime municipality, which is run by Qemajl Aliu of LVV, will take place by the Government of Kosovo. This project is expected to cost 113 thousand 728 euros. The government has also decided to assist the Kamenica municipality, which is headed by Kadri Rahimaj, by the Vetevendosje Movement (LVV). “Municipal Co-operation Project The yellow spoon”, which includes the Novoberda municipality, will cost the country's budget 299 thousand 960 euros.
The government cabinet also helped three municipalities run by the Democratic League of Kosovo. The Obilic municipality, which is headed by Dzafer Gashi of the Democratic League of Kosovo (LDK), has also benefited from this project. For the “rehabilitation project of the physical infrastructure of the Roma community, Ashkali and Egyptian, in Plemetin, the government has allocated 100 thousand euros. Even for the municipality of Istog and Peja, which is headed by Gazmend Ferati of LDK's Mujarrier, the government supported a project.
For the Intercommunal Co-operation Project “The Development of Road and Agriculture infrastructure in the municipality of Istog and Pec”, in which the municipality of Istog is a leader, the government allocated 238 thousand 467 euros. The ministry says that the best have been chosen after the Ministry of Management of Local Power (MAPL), beneficiaries of these projects have been assessed as best by the assessment commission consisting of 3 officials, who have reviewed 44 proposals made by 32 Kosovo municipalities. The “Commission has estimated that based on the main criteria that municipalities must meet, referring to the call for application, out of 44 applications in competition in the administrative part, there have not been 23 applications since municipalities which have met the basic criteria have entered the competition and that there are a total of 21 applications”, the MAPL answers to KALLXO.com are said.
KA LLXO.com has also provided a list of beneficiaries in which the ranking for profitable municipalities is seen, with the mostly undertaking the Verge Lugu of the Kamenica municipality.
Also on the list of municipalities that are not qualified, the reasoning for each project on the part of the assessment commission has been given. The call for application for this financing of capital projects opened on December 16, 2021, and has continued until March 7th 2022. Apps assessment according to the ministry has been made in view of 3 administrative criteria, 12 qualifications criteria and 5 additional criteria.
Disgruntled Drinas, Suhareka no longer complains satisfied with the division the Kosovo government has made, are expressed by the Drensian Community, which is led by Ramiz Ladrovci of Kosovo Democratic Paris (PDK). Arben Shala, deputy chairman of this municipality in a proposal for KALLXO.com, has said this municipality has applied with two projects but that none of them have been selected. “for one (Cyqavica Coast Building) Crena's municipality and the Weekend Community, Co-Aplication) has memorandums of co-operation among the four municipalities: Skenderaj, Vushtrri, Obilic and Drenas, but no funds have been provided with this year's budget or the previous one. The other was the park's setting and pedestrian trails, bicycles at Kamenica Park ébuna de Drenasis” - he said.
According to Shala, there is no doubt that the policy followed is openly discriminatory against municipalities run by the opposition at the central level. The fact that projects that have been signed with the relevant ministries have been blocked, so no funds have been allocated, or are set apart minimally enough to maintain budgetary codes, proves that this government has not passed the division and governance except for citizens, and that it stands out on party lines” -- he said. Shala has confirmed that so far, the government has not backed any of the projects which the mayor of the Drenas municipality, Ramiz Ladrovci, had asked Kurti for support in June of this year. “Of all our requests to various ministries so far we have not received any financial support for any project from this government, including the regional Komoran road expansion project Globar”- he has said.
Although he did not take advantage of this project, Bali Muharremaj of the Alliance for the Future of Kosovo (AAK), which heads the Suhareka municipality, has not been served with the Kurti government's decision. Muharremaj, in a proposal for KALLXO.com, has said the government Kurti has supported its municipality in other projects. We've got “we've got, we don't have a problem, we have to take a little bit. We have made demands in every field, but we have received support from MZR, from MAPL, MMPH, MAST” -- he said. But Muharremaj has criticised the Kurti government for communicating with his municipality.
We have a problem communicating with the government, communication should be better between the heads and ministers, what we address, in our e-mails we need to be returned or positive or negative, at least with a complacency of”- he said. The executive director of the Kosovo Communists Association, Sazan Ibrahimi, told KALLXO.com that at the address of this institution, they have not accepted any complaints from municipalities about the division in question. “We did not accept any complaints from any municipality for the project in question”- he said. But Abraham has demanded that the criteria be set by law, not by the ministries of the line as it is already being done.
The problem is that the criteria for budgetary division are setting up the ministries of the line, we're asking that the 4th foundation for capital investments in municipalities, if it becomes a grant 4, then the ministries of the line can't divide you into the criteria themselves” -- he said.
