She said Russia wanted to undermine Ukraine's existence as a state, and that could not be allowed to happen.
The EU will create a reconstruction platform to co-ordinate Ukraine's reconstruction once the war is over, she added.
The platform will be used to draft investment needs to co-ordinate the operations and resources of the channels, she said at the Ukraine Recuperating Conference in Switzerland.
The EU has mobilised around 6.2 billion euros in financial support since the beginning of the Russian occupation, she said.
