USKKUK damages budget for around 57 thousand euros for purchase of oxygen

KDI findings:
SHSKUK, at the beginning of the pandemic, May 7, 2020, had linked framework contracts with the Medical Group for oxygen supply for inhalation for use in hypox management. The price of the contract for a kilo of oxygen was 1.68 euros, and in total, the contracts paid to order 485,736kg. But just two months later, on July 23, 2020, the SHSKUK signed another contract through negotiations with the Medica company, for the same supply, but this time at 2.01 euros perkg of oxygen, about 20% more expensive per entity, respectively. The amount ordered through this contract is 44,250kg worth of 88,942,50 euros. Being at the time of developing this procurement, the USKKUK has already had an active contract with Medical Group, it has been able to order the same amount through the contract at the price of 14,602.50 euros cheaper.
Meanwhile, KDI has analysed another procurement activity involving oxygen supply. USKKKUK on April 1st 2021 published procurement activity “Medical oxygen supply for the needs of USKUK” for supply of 5.2m litres of oxygen, worth projected 2.44m euros. The projected value for a litre of oxygen was 0.47 euros based on the preliminary contract with the Medical Group. For this tender, USKKUK had accepted three responsible bids (Medical Group US. P.C. at the price of 0.1% per litre; Freedom Ad. P.C. at the price for litres of 0.46m; and NPT Medica at the price for litre of 0.37m), at prices of 2% to 21% cheaper than the current contract. However, after about 50 days of submitting the bids, this tender was cancelled according to demand from the Central Barnatore under the argument that with the reduction of cases with COVID-19, there has been reduced demand for medical oxygen. The annulment of this procedure would mean that oxygen orders would continue with the active contract at the time (contrast with the OE Medical Group, at 0.47 euros per litre), but that by June 2021 it had reached about 84% of the amount spent. KDI found that even though the tender was canceled, SHKSUK was only during the months of May, August 2021, when a new contract was signed using the negotiated procedure without publishing the contract, had ordered 48,000 liters of oxygen. If calculated at the price of the existing contract, 28,000 litres of oxygen cost 201,160 euros, while if the contract was signed with the medica company, this amount would cost 158,360 euros (428,000 * 0.37), respectively, 42,800 euros cheaper.
On August 27th 2021, SKKUK signed negotiated contracts with the Medical Group at the price of 0.36 euros for a litre of oxygen. So this contract, it could not have existed at all, as if you were linking contracts in June with the Medica company, at the price of 0.37 euros.
KDI estimates that as a result of its failure to prepare, the apparent treatment of the need for oxygen and wrong actions, in both cases referred to for oxygen supply, the SHSKUK has caused public budget losses of about 57,000 euros. /Periscopi/
