Last week's Kosovo Energy Regulatory Office ( The famous ZER has broken out a tip that the power supplier in Kosovo, KESCO monopolistics from Turkey, “, has submitted official request to this institution for extraordinary review of electricity tariffs”, posing the government's default default as pledged.
This information in opinion, and especially among the poor and financially destitute Kosovo consumers, caused “the” frustrations, new, endless frustration, and real concern over what will happen to them, how they manage to live under these poverty circumstances, and how it is possible that no one from the state and power has any attention to them.
Meanwhile, for connoisseurs of Turkish KESCO's circumstances and business, among them is the Economic Bulletin, the new demand of Kosovo's monopoly consumer supplier has been somewhat expected, and not as surprising and shocking as reflected among consumers. Because, since the increase in energy prices above percent in February this year, according to the request of this same supplier, and with full acceptance from the ERE of the suppliers' demands that have undisputed monopolies in this sector, it has been cautioned that KESCO will not stop at the definition of the new price, high end, but will continue to exploit the situation, constantly demand new prices raised up to endlessly. And that's what's happening.
It has yet been six months since Kosovo multiplied the price of electricity, especially for household consumers -- that is, for those absolutely majority in Kosovo -- came the new demand, very camouflaged, not a little unfair for “The extraordinary review of electricity tariffs” -- arguing that such a request has been made following the rising price train in the majority electricity markets<3>.
And, the ZERE, now known for unprecedented concessions to the distributor with unhindered demands, and inexplicable monopolies for connoisseurs of developments in this sector, returns, according to the communiqué that “within 20 days of work waits, reasoning by the FSHU for this demand, and that the same will be considered and then will open up to extraordinary consideration of minority tariffs for consumers”
Continuing “ZRREE will consider the FSHU's request to see if 5% of FSHU's revenues are exceeded and FSHU's conditions for FSHU admissions are met to open the extraordinary consideration of retail tariffs for regulated electricity consumers”.
According to ZRE, on July 19th 2022, the power supply, tasked with public service's obligation as Universal Service provider ( FShU/ KESCO has submitted official application to the ZRE for opening an extraordinary review of the Maxual License for FU.
FSU, its request is based on under-cost operation as a result of the lack of subsidies pledged by the Government of the Republic of Kosovo and the rising price train in the majority electricity markets.
And, it has to be highlighted here, that this new request of KESCO is a new attempt to exploit poor Kosovars, further burden their poor financial situation, is unfair and against all valid laws in the market economy. Because Kosovo, from the big crisis, in some way until last week, with its own production -- namely, the electricity produced by the units of Kosovo B and A -- has completely met summer consumption needs.
And not only has it met these needs but in this period it has exported more electricity than it imported.
According to AKS data, in May 2022, gross production from power plants was 525. 96 GWh; gross production from power plants was 16.88 GWh; and that raw product from the wind and solar power was 18,81 GWh.
Even in the months before May and in June more or less export and electricity imports have been similar to May. Because, the pretext that the government's promise of subsidies is one of the causes of the demand to raise prices even before it is made six months of price-up, does not lie because KESCO knows the money pledged by the Government of Kosovo will, even quickly.
So why all this promise of Z RRE to monopolist distribution, why does Z become so generous The RRE with the money of Kosovo's poor taxpayers? Why, then, don't tell KESCO short and Albanian, stop asking for new electricity prices in Kosovo there is no legitimate economic basis and no business logic, and why didn't they make it clear that this blackmail and such blackmailing will no longer accept, at any moment and at any moment?
Even so, electricity prices in Kosovo, raised by over 100 percent at once and through the illegal application of the restored tariffs, raised several times, are price-high prices for European price performance circumstances in the sector. Meanwhile, the other price, which Kosovars already pay for decades, such as resident residents and legal owners of coals that are detonated by their lands and pollution and degradation with the hororthodial consequences of the environment, is never and depreciated by both ZRE and other officials.
K E SCO, ZRRE, KEK's COSTT, must be clear, if not so far, that Kosovo continues to be one of the most polluted and degraded countries, as a result in the first-ever production of the waste of electricity from coal for decades (currently over 90 percent of electricity megaves are from the coal-based product).
These subjects that jointly require new electricity prices in Kosovo should be informed of data made public by environmental and friendly individuals of clean nature, but also some of the sporadic figures coming from different institutions and civil society, which say that Kosovo has alarming levels of pollution, winter and summer, in urban and rural settlements, on land and in water, but also the consequences of alarming levels of pollution in the health of Kosovars.
They must be notified of the alarm that long ago Luan Shllaku, a deepening environmentalist in this country, gave on a domestic television, announcing that some 470 deaths occur within a year of diseases caused by pollution from Kosovo A and B thermal power plants.
Perhaps KESCO, ZRRE, COSTST and KEK have not forgotten the even more alarming data of a 2019 World Bank report saying that air pollution kills about 760 people every year in Kosovo.
The Obilic municipality has about 30 per cent more patients with chronic respiratory diseases and 30 per cent more cases of malaria (cancer) tumors than other parts of Kosovo as a result of environmental pollution” have consulted local doctors.

According to environmentalists, the current cost of electricity in Kosovo is much higher, when the effects on public health of older thermal power plants are taken into account. Therefore, the connoisseurs of energy developments and experts have always raised their voices, alarmed at each other that <x0-cyssavers never pay the cost of electricity, not even the cheapest in the region”. On the contrary. They feel that they pay very dearly for this cost, and it is not measured by money.
The shattered health of hundreds of thousands of Kosovars around thermocentrals and surface mines and chronic diseases of hundreds of thousands of Kosovars, acquired by environmental pollution and degradation of nature to produce electricity, is the price Kosovars pay for, which cannot be compensated for, nor by KED import nor government, nor by ZRRE. This is the real price, the real one, that Kosovars pay for electricity.
While, the eventual increase once again of the electricity price, bankrotons financially and definitely the absolute majority of Kosovo's inhabitants, deregulates social peace in the still fragile state of Kosovo, and compensates marginally and irresistibly the authority of the country's current power.
Meanwhile, for the energy crises warned and likely inevitable even in the coming winter, the culprits should be sought among these four responsible subjects to supply Kosovo with electricity.
Why do these subjects sit back and wait for the electricity price to double, and they expect to further deteriorate energy situations without taking any step or any single action? Neither the Kosovo consumer nor the global situation can be blamed. The above - mentioned subjects, so KESCO, Z. HR, COSTT and KEK are the ones that need to provide the electricity needed for Kosovo consumption and at real prices. While the overloaded consumer at affordable and up-to-date costs must pay only real prices. The setbacks, extortion demands and exploitation of crisis situations should in no way be acceptable either by institutions or by citizens.
