The prime minister described the shooting as a hated “akt”.
Kishida has arrived in his helicopter office and is currently meeting with officials.
He said the suspect's motives were not clear, but described the upcoming elections as “the foundation of democracy” and said the “attack cannot be tolerated”.
“I would like to use the harshest words available to condemn this act”, he said.
Kishida said no decision had been made concerning the upcoming election schedule, but added that he urged all members of the cabinet to return to Tokyo.
