The head of state has said no one can ask Kosovo to implement the monastery decision, but not to implement the Constitutional decision on Association.
If required by the international community to postpone the implementation issue of the Decani Monastery, the question is why they are not so loud for many and many other Constitutional Court decisions that have not been implemented in practice, so there cannot be a separate approach to require only one to implement, not others. No one can say to Kosovo institutions implement the decision on the Decani Monastery, but do not apply it to the Association”, she has said on the interactive show.
Osmani also said that the issue of Association has been clarified with the Constitutional Act, and that proposals can be made for the Association of Serb-based municipalities after the verdict.
“The issue of association is clarified with the Constitutional Court Act.”, she said.
The president further stated that the Constitutional Court has ended only one issue in the Act on Association, which is an NGO.
The only thing that the Constitutional Court has not ended is an NGO, that is, an NGO that already comes forward with the law on local self-government. So our law allows municipalities to join NGOs for certain interests, to take out municipalities that have an interest in environmental issues, forms an Association for green interests to assume the Association of Green Communities”, she said.
Osmani added that association with executive competencies is prohibited by the Constitution and cannot be implemented in practice.

So here we are talking about principles, and of course those that the Constitutional Court has banned cannot be implemented in practice only those that did not stop them, despite many of them not really liked us in the past Kosovo has taken an international obligation”, Osmani said.
