Hysen Durmish's close multimillionr friend threatens prison sentence

No one had noticed the presence of Hysen Durmish in the village of Jezerc of Ferizaj on September 4, 2020. He was hanging corners at a public event. But there was no high state position to be the focus of cameras.

His presence at such events would become important within two years. Now as deputy minister of the Environment and Infrastructure, one of the most important government dictatorships.

There he was with businessman Bujar Shabani, the much spoken owner of the company “Bageri”. Durmish has been accused all the time of being official at the “Bager company.”. But the deputy minister has denied it. He said that with the businessman Shaban, he's been in company since 2000.

The public event attended by Durmish involved the inauguration of street asphalt in the village of Jezerc. The 4.7 million tender of the Ferizaj municipality to do this had won the firm “Bager”.

The images of Durmish and Shaban businessman hosting Ferizaj Mayor Agim Ali will not be remembered to testify close to a suspicious businessman with a central figure of Vetevendosje. But they will be focused on something else.

The file against Shaban is still thicker. Not only has the 4.7 million tender, but the same suspect allegedly deceived even when it ran in the next tender “Enlarging the Bibaij village route, the key to the Arber Xhaferi” highway. The tender weighed 3m of 798m and 623 euros. He had failed to win this tender.

The prosecutor of the case has demanded that the Shaban businessman be sentenced for criminal work “misuse and public procurement fraud by Article 415 paragraph 1 of KPRK”. This sentence envisions fine sentences or years in prison for up to five years.

Also, the prosecutor has asked the Ferizaj Court for businessman Shaban because of fraud to be excluded from participation in public tenders in the future.

Insander has secured the indictment. It shows what the manipulations Shaban had made to win the tender on nearly millions, according to Ferizaj's Founding Prosecutor.

Deception of Engineering Living in Norway and Ferizaj Community Official

Inveter Arben Vranovci, who lives in Norway, had filed a criminal outcry against Bujar Shaban in April 2021.

There he confessed what had happened two years earlier, in 2019, when the firm “Bagher” had managed to win two top tenders whose common value exceeds eight million.

He had indicated that in 2009 he had been contacted by businessman Shaban for the possibility of engagement in his company. He had made an oral agreement to engage as an external expert, since he did not live in Kosovo. Shaban had asked him to send his diploma. Vranovs did this.

For an entire year, Shaban had not engaged in any project. He made a phone call in one year, 2020.

Our company has no need for your professional services from now on, and our” deal ends here, businessman Shaban told engineer Vranovci, according to the indictment.

Meanwhile, Vranovci had received information that his diploma had been used by Shaban on several projects.

Having been on vacation in Kosovo, he had gone to visit Shaban at the company's office “Bageri”, in Lipjan.

She had been asked about the information she had received. The businessman had denied it.

Saban's next victim was the Violeta Aliu-Bislim.

She had had had an agreement with the company “Bager” to engage as a project-man engineer from 2017 to 2019.

He quit his job at this company because he was employed as an official in the Ferizaj municipality.

With her employment in the municipality, her license was suspended by the Kosovo Cadastral Agency. An AKK administrative guide imposes the suspension of the geodese license over the time it licensed it does other work in public institutions.

She had not been aware that businessman Shaban had used her license as geodese.

Also, that license could not be used by anyone because it was suspended by the AKK.

The prosecutor of the case also interviewed Shaban multimillionr. He has denied fraud.

He has claimed he had the right to apply the documents to Violet Aliu-Bislim, since she, according to him, was a company employee “Bageri”, at the time she was competing in these tenders.

Aliu-Bislimi has denied Shaban's version, claiming he has resigned from “Bageri”.

For engineer Arben Vranovci, he has confirmed that he was an official of the company “Bageri”, and that he has contracts signed with him.
