I don't know what the right move would be to include the US, but the EU has a specific view of dialogue and its position is that it is dialogue that will pave the way for EU membership. After all, it has had previous experiences that it has learned it does not want to involve countries that will bring problems because they already have enough of their problems. The concept of dialogue is to clarify problems before EU entry”.
