Financial bleeding at the Ceku ministry like “flew” 80 thousand euros from Pristina to Mitrovica?

The government Kurti allowed a financial bloodshed within the Ministry of Culture, Youth and Sports. This scheme includes an inexperienced non-governmental organisation from Mitrovica. 80 thousand euros were allegedly abused by MKRS leaders.

In 2019 at the Ministry of Culture, the IT Division had taken the initiative to create the government's database of Kosovo athletes. The project was to be brought from one minister to another, and as Inseder sources show, early in 2021 the current minister, Hajrlla Ceku himself. They didn't deny it at the Ministry.

The result? He never came true within this ministry, even though he was willing and detailed. By means of the Procurement Office, the maximum cost was planned to reach 400,000 euros. This amount would be split for the engagement of an external company for technical implementation of the database. While for content management, the ministry staff would take care of it.

But officials of Kurti Government have thought about realising this project. They've decided that all the work is done from outside. Both technical and content.

Instead of spending 40 thousand euros alone, the Kurti Government decided to spend triple more. It's worth 120 grand.

This began in late 2021. The Ministry of Culture, Youth and Sports (MKRS) would make a call for financial support from non-governmental organisations (OJQ) on behalf of the economic revival.

The list would be made public on December 7th, 2021. 214 benefited NGO in the sports field. Large and small. One very obvious: NGO Cohesion.

The NGO is run by Kaltrin Feka, while its cofounders are also Faton Tishukaj, Drin Ferataj and her husband, Massar Gjada. It was founded in September 2020.

NGO history: Two projects from the municipality run by Agim Bahtiri

Even though the work they received the more than 120 thousand-euro project from the MKRS is on the specific field that has been provided by the Kosovo Sports Centre, the NGO on the project handed down to the ministry states that two projects ahead of this large project were in place, not to mention the value, but were provided by the Mitrovica Community at the time that Vetevendosje's Agim Bahtiri was running.

One project was for pro-health and anti-smoking awareness, and another designated as physical subx0>, health and society.

On the form, they have not scored another partner NGO for the project of over 120 thousand euros from the MKRS.

On the Facebook site of the Cohesion”, which has a first description for the organisation of September 26, 2020, the first project promoted there is that of the Kosovar athletes' database.

In January 2022 they would announce they met. The “Pjese of this meeting were the management staff and regional co-ordinators of the DSK” project, the report said.

In February 2022 NGO Cohesion” announces that he has made the meeting with leading sports performers in the country. With NGOs and sports representatives, the meeting photos are seen somewhere around 20 people completely. “Representatives from the Ministry of Culture, Youth and Sports, Kosovo Statistics Agency, the Kosovo Olympic Committee, various sports federations in the country and institutions of higher education, which offered their support during this process”, the report said.

That same month, two from Italy and Austria attended a virtual meeting.

NGO ministry does not indicate whether work paid over 120 thousand euros is done

On March 26, 2022, they would make the final announcement, where they published photographs with some young people.

“Under the Kosovo Sports Data Base project has been held training data collectors for use of the app, which will be used for data collection”, the report said.

In the draft form of the month, May 2022 is cited as the last for the activity in question, but even though it is now July, neither the NGO in question nor the MKRS has agreed to provide more details about this project of over 120 thousand euros paid by the state budget.

In the Ministry of Culture, led by Hajrula Ceku, they have not even agreed to comment on how the IT Division's internal project, which could cost much cheaper, nor how the rough idea ended up in an NGO and is costing three times as much.

From the NGO Cohesion's NGO, they have promised Insider to give answers to this project, but they have not returned so far.
