Kosovo, Serbia have signed Energy Issue Agreement About a decade ago, in September 2013, respectively.
Signatories of the agreement were former Kosovo and Serbian prime ministers, Hashim Thaci and Ivica Dacic.
This agreement, reached within the Kosovo-Serbia dialogue, envisions that besides the Electric Energy Distribution Company KEDS, another power distribution company is licensed in Kosovo.
The agreement was confirmed in August 2015 by former Kosovo Prime Minister Isa Mustafa, and Serbia's Aleksandar Vuciq, but has never been implemented.
This document envisions that except KEDS, in Kosovo, is licensed another electricity distribution company named “Drustvo Elektrosever D.O.”.
The owner of the latter is Serbia, or the Serbian public company for the production, supply and trade of electric power ï Elektroprivreda Srbije.
Its representatives have registered it as business at the Kosovar Agency for Registering Business (ARBK) in November 2018. Its primary activity is energy trade.
Based on the agreements reached, “Drustvo Elektrosever D.O.”, to begin operating in Kosovo, would have to be licensed by the Kosovo Energy Regulatory Office (ZRRE).
“Drustvo Elektrosever D.O.” applied for license, but there is no confirmation that ZRRE has licensed it.
In February of this year, Z RRE has confirmed to Radio Free Europe that the license was requested in late December, 2020, but it has not yet been approved, because “should be in line with the [ Brussels] agreement and the conclusions”, which, according to Z. RRE has not been achieved.
The ZRR has not specified specifically what is controversial in this process.
Kosovo Deputy Prime Minister Besnik Bislimi has said that there will be no license of any other company except to “Drustvo Elektrosever D.O.O.” as the agreements reached with Serbia are envisioned.
Serbia's president, Aleksandar Vuciq, had said 10 June that the energy agreement with Kosovo is towards completion and that the Serbian side has been holding negotiations with the Kosovar Power Distributation Company (KEDS) on this issue.
Kosovo Prime Minister Albin Kurti has confirmed holding such a meeting.
In a statement to the media on June 18th, he has said the new agreement would enable billing and running in the four municipalities north of the Iber River.
