Under the Public Procure Law, the contracting authority to plan procurement activities should collect demands when possible (same or related) to earn the value of money and reduce procurement costs. But the National Auditor Office - ZKA, during the audit of MINT's 2021 Financial Mirrors, has identified that in 12 procurement procedures worth 14,807 euros, the ministry had applied tender division for the same job, using the price quota procedure as well as the minimum value.
According to the audience, this had happened as a result of numerous requests from various research units for supplies that were not planned.
“Do not apply a single procurement procedure for the same/same requirements may result at a higher cost of spending than competition prices”, the audience's report for MINT said.
In this case, ZKA has recommended to the minister, Roseta Hajdari, to ensure that procurement planning is done in close co-operation between the procurement manager and the research units to discuss their long-term procurement requirements so that there is a fair and precise planning, while avoiding any sharing of the same procurement activities. /Periscopi/
