Ombudsman Naim Celaj says they are analyzing the process of drafting this bill and that in the coming days it will come up with a stance.

In addition to the debate and opposition of organisations stemming from the KLA war, the government has been charged with leaving both the blind, the paraplegics and the tetraplegics out of the minimum wage law.

“In the institution we have not received complaints, but we have undoubtedly conveyed with concern all the events that have taken place in terms of changing the Law for the minimum wage and disfellowshiping some social categories in some way from increasing financial support with the draft law that has been approved in the first reading. We as an institution are assessing and analyzing the entire process of drafting or drafting this legal act and procedures that have been implemented until its change. Of course, the next few days we're going to come up with one attitude because it's very important for us to see that any legal change is followed by equal treatment of citizens and does it create circumstances of inclusion... We are seeing whether there are violations or not, and if there are inequitable violations and treatment, we will undoubtedly react by times of”, he said.

The issue of electricity tariffs has been a concern for citizens. The issue is in the hands of justice institutions, despite the Supreme Court's decision that ordered the application of expensive tariffs, but the legal battle has been warned it will continue.

Celaj, despite having not changed attitude about the ZERE's decision to block the tariff, which she says has no legal support, stressed that in this situation they cannot intervene in the judicial process to send the same to the Constitutional Court.

I don't think it's ours to intervene at this stage in judicial procedures, we've said our position regarding public opinion that we've made and we've clarified the opinion, and in this case, even the parties that can be part of the administrative conflict. What we have ascertained in that opinion are convinced that they stand, the decision of Z. RRE has no legal support, is at some points contrary to the law, does not treat citizens equal, there is no legal basis for setting tariffs.... we as the ombudsman's institution never interfere with or interfere with judicial processes, but undoubtedly we give up our positions especially when they are in general interest and when we consider they can violate citizens' rights”, Celaj stressed.

But in the first half of the year, complaints compared to the same period last year have increased at the ombudsman institution, as the nature of complaints continues to remain the same.

The key to how the institution has launched an investigation “ex officio” that relates to persons with disabilities and summary reports are expected to be published in December.

The cell considers the prosecution of the Civil Code, for which it demands that citizens' demands be included based on EU legislation.

I think the Code is important because it's the first time this job is being done and we support all the authorities working on code map, but the Code should not be just a summary of existing laws, but it should be a legal reform by setting standards that are required after a Civil Code based on EU legislation... It has been a problem and it continues to be a problem not to fix some reports under the Civil Code, but I am confident and I hope that the authorities in this case will reflect and listen to the voice of the citizen and those issues will regulate as best it is”, Celaj stressed.

In an earlier statement, Justice Minister Albulen Haxhiu had said they would proceed again with the draft of the Civil Code and are interested in co-operating with MPs who have another opinion but that human rights cannot be negotiated. / KP/
