Havenier: Kosovo in the open Balkans to be treated like any other state in this initiative

Hüvenier has made it clear that he believes this initiative is equal to all Western Balkan states, so without the introduction, without special conditions, that in this case Kosovo would be treated as any other state in the initiative.
