The document also referred to the example of Switzerland, saying that it is an example that a country that is not a member of the United Nations can be admitted to the Council of Europe.

The Council of Europe's 2008 thought was written prior to Kosovo's declaration of independence, which has since been accepted into the Council of Europe institutions as the Council of Europe Development Bank and the European Commission for Democracy through Law (The Venice Commission).
The document stressed that many members of the Council of Europe have publicly and clearly expressed their desire and support for Kosovo's membership in the Council of Europe.
The document also refers to the International Court of Justice ruling from 2010, which concluded “the adoption of the February 17th 2008 Declaration of Independence has not violated general international law, Security Council Resolution 1244 or constitutional framework”.
The document stresses that Kosovo meets all criteria for joining the Council of Europe, while adding that it is the only democratic country in Europe that is not yet a member of this international organisation.
