According to ZERE, IAPU has not even analyzed the consultative report on the tariff structure.
“should initially be taken into account that under the competencies provided in primary and secondary legislation, Z The RRE has a mandate for approval of tariff methodologies and approval of energy tariffs. In that sense in 2021 Z The RRE has initiated the process of revising electricity tariffs in line with primary and secondary legislation, giving it the opportunity to comment on all sides of interest regarding the ZERE's initial proposal. Z The HR after reviewing comments from the interest parties has presented the final assessment regarding the Tarifor Structure. It is noteworthy that the Ombudsman's institution has not offered any comment during this process as the opportunity given to contribute to the quality of this process.
Among other things, in the ombudsman's opinion, the restoration of the blockade into the Kosovo Republic's electromagnetic system has been understandable and welcome if it was decided to save electricity, but this was not presented in ZERE's argument. The ombudsman's institution in his opinion is seen as not at all analyzing the consultative report for the tariff structure, and invites the ombudsman's institution to refer to the Consultative Report on the ZRER's Tarifrial Structure, on page 19 and 20 of the report”, said in response.

On May 23, 2022 The ombudsman institution has issued an opinion regarding the assessment of the new tax structure towards human rights.
Initially, it should be noted that within the competencies provided in primary and secondary legislation, sir. The RRE has a mandate for approval of tariff methodologies and approval of energy tariffs.
The ombudsman's institution in his opinion, it is seen that he has not examined the advisory report for the tariff structure at all, and invites the ombudsman's institution to refer to the Consultative Report on the ZRER's Tarifrial Structure, on page 19 and 20 of the report, which points out:
“A 2-block tariff system (approved by ZERE) is considered easier to understand by consumers, also meeting cost coverage criteria, stimulating energy efficiency and providing clear price signals to consumers”.
Also, it is not acceptable how the Ombudsman's Institute rules out of context the Energy Community Secretariat (SKE) position. Z RRE re-exemplifies that the SEC has supported the principle of applying the blocs by giving supportive support reviews regarding the tariff structure, even the EC has recommended the bloc's growth by the initial proposal. More than that in SEC article is highlighted: “PWIn summary, the Energy Community Secretariat supports the basis on which Z RRE has proposed raising tariffs”.
Since there's been a recent reference to this report by different parties, Z. THREE despite the clarifications provided above, the following days will draft a more detailed report regarding the ombudsman's assessment of the new tariff structure's assessment so that the public is properly informed.
