Hungarian Prime Minister Viktor Orban made the announcement on a Facebook video, saying his cabinet should be able to respond quickly.
The change means he will be able to rule by decree.
Orban, who was re-elected to a fourth consecutive mandate in April, has used special legal order earlier, once because of migration and again during the coronary pandemic.
He has earlier been accused of taking advantage of crises to further authoritarian ambitions and to undermine the democratic importance of controls.
