The Ministry for the Spread of Virtue and the Prevention of Sin read a decree by the group's supreme leader, Hibatullah Akhundzada, at a press conference in Kabul.
“We want our sisters to live with dignity and security”, said Khalid Haffi, task manager of the Ministry of Men who replaced the country's Ministry of Women after militants took over in August last year.
The decree states that if a woman did not cover her face outside the house, her father or her male relative would be imprisoned or fired from state affairs.
If women don't have important work to do abroad, it's better that they stay at home”, the decree says.
Most women in Afghanistan wear headscarves for religious reasons, but many in urban areas like Kabul do not cover their faces.
A few weeks ago, the Taliban banned schooling for girls in sixth grade, returning to an earlier promise.
The international community has urged leaders to reconsider the decision, SkyNews reports.
