Almost all political parties since 2006 have been part of the governments in Kosovo. Although the Vetevendosje Movement has been leading the government for a short time, its individuals have been part of past governments.
Under the investigative commission created by the Kosovo Assembly, there will be many people who have parts through Kosovo's energy system, such as ZRE, KEK, COST, KEDS, etc.
The Stability Commission for Energy initiated by the Vetevendosje Movement, the timetable for the investigation will be from 2006, when in Kosovo it was the country's leader, the special representative of UN secretary-general in Kosovo (PSSP).
By 2006, the Energy Investigative Commission, voted on status proposal, will be able to investigate some of these or others: Ethem Ceku, Spring Dobuna, Remzi Sahin, Nagip Krasniqi, Fadil Ismajli, Justina Shiroka Pula, Blerand Stavileci, Valdrin Luka, Besim Beqaj, Blerim Red, Artane Rizvanolli, Arben Djukaj, Nizi Thaci, Luigi Imer, and other people.
All of them were in charge of dictatorships dealing with energy.
An investigation that will take more time concerns the sale of the electricity distribution as well as the sale of hydropower plants, for which there has been more debate. The commission will deal with Besim Beqaj, former chairman of the Government Committee for Privatisation, Mimoza Kusari-Lila, Nenad Rassic, Dardan Gashi, Lorik Fejzullahu.
The problem of selling the distribution has often been “has been in the process of fighting”, with the VV and the position which at the time of his sale was in opposition.
Otherwise, Kosovo's energy system has worked from these institutions: The Energy Regulatory Office (ZRRE) was founded in June 2004, the independent body, which is tasked to regulate energy sector activities in Kosovo, including electricity, central heating and gas, in accordance with obligations issued by the Energy Community Treaty (This treaty is signed by the European Union and nine partners from Southeast Europe in Athens in October 2005 for creating the legal framework for an integrated energy market).
