First Co-operation with London: Rama progress rewards an English expert with unilateral contract

The Municipal Procurement Office is a body that works on the basis of the Public Procurement Law, and the mayors do not dare get involved in selecting operators who get jobs in the municipality. But apparently, in this case Rama did it.

Company from London “Land use Consultants” which has not been present before in public procurements in Kosovo has been committed by municipal procurement for the “contract. Consulsion services for the expert's commitment to road transport”.

Although it is a small contract, worth about 11,000 and 575 euros for three months, municipal procurement has avoided transparent procurement procedures to launch the project winner. That's because the competitive procedure has been led by unpublished contract reporting, where only the Londonn company “has been invited to negotiate. Land use Consultants”.

For this contract, the municipality learns to engage an expert that will provide consultations for three months related to solving the problem in road transport. His monthly salary will be 3 thousand 850 euros per month.

The Municipal Procurement Office has missed even slightly the standard letter of the verdict, because the decision of the winner's proclamation has been loaded on local public company's standard sheet “Quandrey”, rather than the standard sheet of Pristina municipality itself. / P ERISCOPI/
