Serhiy Haidai said it was unclear how many people had died in the town of Severodonnetsk during the last two days, in which he said fierce fighting was continuing.
Ukrainian towns of Severodonnetsk and Lysychansk are under Russian attack amid an offensive in the eastern region of Luhansk.
