Chief diplomat Grovalla has talked about establishing state relations between Kosovo and Israel, as well as opening Kosovo's embassy in Israel.
She has said they have stuck to the promise given in Washington by the Hoti government for the embassy to open in Jerusalem and not in Tel Aviv where the majority of embassies of the world's states are.
We make our own decisions about where we open our embassy and it was the promise and commitment of the past government in Washington that we will open our embassy in Jerusalem and we have stuck to our promise, and others have promised the same but I don't see them around here, so we keep our promises because we are reliable international partners”, Grovall said.

Asked whether Kosovo will move the embassy outside Jerusalem if Palestine recognises Kosovo's independence, Grovalla said he does not see the embassy move or recognition from Palestine.
I don't see this and I don't even see it as much as I can judge right now, but we are interested in having good relations with Palestine as well, and we have contacts but Kosovo doesn't tell partners that if you want to have good relations with Kosovo you need to have bad relations with Serbia”, she said.
In February of last year at a virtual ceremony incumbent Minister of Foreign Affairs and Kosovo Diaspolia Melza Haradinaj- Stublla and Israeli Foreign Affairs Minister Gabriel Ashkenazi signed the document saying that both states establish diplomatic relations in order to boost co-operation in many spheres.
The mutual recognition between Kosovo and Israel is part of the September 4th 2020 Washington Agreement, which concerns normalising economic relations between Kosovo and Serbia. Kosovo has also pledged to open its diplomatic mission in Jerusalem, while Serbia has pledged to move its existing embassy to Israel from Tel Aviv to Jerusalem.
