Many claim to be from other parts of Asia, three American government agencies have said.
They are allegedly helping fund arms programmes in North Korea, which violate international sanctions.
This country has conducted several missile tests in recent months.
In March, North Korea has tested an banned ballistic missile for the first time in 2017.
