Ombekov had led the unit that had occupied the village near Kiev, where hundreds of civilian dead bodies were found on village streets. He now faces a ban on travel and freezing assets along with several other commanders.
Another supporter of Ukraine's Russian occupation has also been sanctioned, including the chief of Russia's railway logistical company.
Foreign Secretary Lizz Truss has said the new wave of sanctions will strike generals and defence companies with blood in their hands.
