Russian soldiers have kidnapped the deputy mayor of northern Ukraine's Summy region, according to the statement by region's head of Dmytro Dyvytsky. The area where the vice president was kidnapped is near the Russian border. Sumy is still in the hands of Ukraine, but has been constantly the target of Russian attacks.
